For this reason, the state of Vorarlberg, BMK and ÖBB-Infrastruktur AG have jointly invited the mayors of the municipalities of Bregenz, Wolfurt, Lauterach, Lochau, Hörbranz, Hard and Lustenau as well as the transport spokespersons of the state parliamentary parties to a detailed meeting on Monday, July 4, in the Montfortsaal of the state parliament in Bregenz, during which, among other things, the first interim results of the so-called variant study on rail transport in the Lower Rhine Valley, carried out by the company Werner Consult Ziviltechnikergesellschaft m. b. H., will be presented.

After introductory words of the Vorarlberger mobility land advice, Daniel Zadra, a representative of the Federal Ministry for climatic protection, environment, energy, mobility, innovation and technology will give information about the Austria-wide process "ÖBB target network 2040". Experts from the state of Vorarlberg will report on the so-called SMA study, which dealt with the further development of the clock system in regional transport and the necessary infrastructure expansion requirements and explain the framework conditions for the variant study. Afterwards, the company Werner Consult will present the first interim results of its study on the route variants in the Lower Rhine Valley, which will then be debated in detail.
The Ministry of Climate Protection, ÖBB and the State of Vorarlberg are looking forward to a constructive, open and fair discussion process.
The chronology
In the Mobility Concept Vorarlberg 2019, it was anchored to ensure an efficient rail infrastructure in the Rhine Valley and Walgau for passenger and freight traffic also in the future. For this reason, the experts from the planning office SMA und Partner AG (commissioned by the state of Vorarlberg and ÖBB-Infrastruktur AG) examined various scenarios for the further development of the clock system in regional rail transport, taking into account sufficient system routes for freight transport.

On the one hand, supply concepts for the time horizon 2040 were developed to obtain a basis for the necessary expansion requirements for the "Target Network 2040" of the federal government. On the other hand, scenarios for the very long-term further development of rail services (2050+) were considered to obtain statements for a necessary spatial planning land protection.
Based on the results of the study, the variant study for the affected areas for the target network 2040 process was commissioned from the engineering firm Werner Consult to assess and analyze various structural variants about their feasibility (implementation options, consequences, etc.).
In the study, three variants (level, low-lying and hybrid) have so far been extensively investigated about a wide range of factors. Among other things, the effects on the residents, the environment and the climate are analyzed. Land consumption and the effects during the construction phase (traffic routing, construction site installation areas, etc.) and the operating phase are also part of the study.
