The Ministry of Construction, Transport and Infrastructure published a tender for technical advisory for the preparation of an implementation plan and technical specifications for procurement of rail heavy-duty machinery, as a part of phase 2 of the project of modernization of the railway sector of Serbia.

The tender specifies that for the first phase of the project, jointly financed by the IBRD and Agence Francaise de Developpement (AFD), Serbia was granted a loan of 102M EUR, and the preparation for phase two of the project is currently ongoing, during which procurement of heavy duty railway maintenance machinery is planned.

It is stated that for maintenance of speed on the projected level on newly modernized lines, as for maintenance/increase of speed on existing railways planned for later reconstruction, it is necessary to perform regular maintenance and renewal cycles. However, existing mechanization for maintenance and equipment of the Railway Infrastructure of Serbia cannot meet European norms and standards in this area.

“Currently, the Railway Infrastructure of Serbia has a fleet of railway infrastructure maintenance machinery that is, on average, 40 years old with outdated technology that does not meet current needs.

The technical condition of most machinery, and therefore the reliability of their operation, is low. Also, its reliability is affected because, in recent years, a low amount of funds has been allocated for machinery maintenance,” the tender states and adds that it is necessary to develop a plan with cost estimates for procurement of heavy-duty machinery.

Among others, machines for lining and levelling of tracks (tampers) are highlighted as a problem due to their importance for speed and safety of railway transport, as they directly affect the track geometry.

Procurement of 58 railway maintenance machines is planned in five lots, the first of which plans for procurement of 6 heavy-duty track maintenance machines, followed by 19 wagons, 11 construction machines, 21 motor cars, and one intervention machinery.
