Solidarity Transport Hub (STH) could bring around €2.5 billion in contracts to a variety of players. Tender will select eight companies that will get a contract from STH to perform preparatory work tasks under simplified executory procedures.
A big opportunity in Poland might await those who get some part of the STH tender. The estimated value for the contract for preparatory works is over PLN 1.7 billion (€377 million). There is also a tender for a contract engineer who would, on behalf of the STH, supervise individual stages of the investment in the railway program. The estimated value of this agreement is PLN 2.5 billion (€554 million). The biggest of them all seems to be from October 2021, when a procedure for designing railway investments worth over PLN 7 billion (€1.5 billion) was announced.
“The market has responded positively to our concept of working with contractors under framework agreements. As with other framework agreements, in the first stage of the procedure, after checking the formal criteria, we will mainly take into account the experience, financial and economic capacity, and resources of the tenderers. However, the price and delivery time will play an important role in the executory contract procurement procedures,” STH CEO Mikołaj Wild said.
In December last year, the company announced its preferred location of the airport. It covers an area of approximately 41 sq km within the area of three communes: Baranów, Teresin, and Wiskitki. The preparatory works on the airport site are aimed to start in 2023.
26 companies from all over the world have submitted tenders in the procedure for the contractor for preparatory works at the Solidarity Transport Hub site. A total of 19 tenders were received. 6 from consortia (consisting of a total of 13 entities) and 13 companies are going in alone. A full list of companies that submitted tenders can be found on the SmartPZP Platform of the STH.
“The contractors' tasks will also include: submitting notifications of construction works, geodetic works, and preparing as-built documentation. The contract also includes numerous accompanying works and services, such as preparing design documentation and technical specifications for the execution and acceptance of construction works, as well as obtaining administrative decisions, arrangements, and opinions necessary to carry out the investment,” says Krzysztof Owczarczyk, Director of the STH Airport Program Implementation Department.
At the first stage STH will have two 4,000-meter-long runways. In the airport part, the investment is at the stage of advanced environmental and terrain studies, preparation of a Master Plan, and purchase of real properties. In the railway part, it is at the stage of preparation of feasibility studies (FS) for approx. 1,300 km of planned lines (eg. Warwaw-STH- Łódź- Wrocław-Czech border) and a building permit design for a long-distance tunnel in Łódź.
