Adif Alta Velocidad has put out to tender a contract for the supply of green electricity or with a Guarantee of Origin for passenger stations, freight terminals, and other railway premises with uses other than train traction, thus excluding the supply of electricity to railway operators.

The contract, for the period between April 2023 and December 2025, extendable for one year, has an estimated tender budget of 140.7 million euros although the final cost will depend on actual consumption, the type of tender selected, the bids received, the resulting price in the OMIE wholesale market or possible price hedging in the OMIP market.

Adif AV will develop a negotiated procedure with supply companies to obtain the most competitive prices, depending on the expectations of the energy market. In 2021, consumption for Adif and Adif AV facilities amounted to 241 GWh and is expected to rise to 248 GWh in 2022.

With this initiative, aligned with the commitments established in the Plan to Combat Climate Change 2018-2030, Adif AV continues to advance in its contribution to the decarbonization of the railway system, initiated with the supply of electricity with GdOs certificates in 2019.

Development of the process

The electricity supply points have been grouped by lots to unify access tariffs and homogenize market costs and contracted power levels. The tender does not include the costs of access to the transmission and distribution networks, which will be managed entirely by Adif AV with the distribution companies.

The bids submitted by suppliers for each lot must be based on two methods for obtaining the final price:

Mode 1: Price indexed to the OMIE daily market with the possibility of closing temporary periods at a fixed price;

Mode 2: Mixed price: fixed and indexed to the OMIE daily market with the possibility of closing temporary periods at a fixed price.

New: partial energy closures in the same lot

In both modalities - and maintaining the strategy followed in the last supply tenders - the possibility of price hedging in the OMIP futures market is considered, to eliminate the volatility of the OMIE market and thus ensure a stable price when the market situation allows it.  

During 2022, Adif AV carried out this hedging type on two lots for the fourth quarter of 2022 and the first quarter of 2023, representing approximately 56% of the total energy consumption for use other than traction in this period.

The new contract introduces the novelty of partial energy closures in the same lot for a given period, unlike the current contract, where the price can only be set for a given period for the total energy supplied. This formula will make prices more flexible at a time of high energy price volatility.
