EC presented a complex Action Plan to increase long-distance and cross-border passenger rail services. Services that will get eventually combined with modifications to the Trans-European Transport Network (TEN-T) and the funding from the European Investment Bank (EIB) will define the growth of rail transportation market share to reach the criteria of the Green Deal. Simultaneously, the EC also introduced the proposition on the TEN-T Regulation review.

To solve the long-distance and cross-border passenger rail service hurdles noticed by the commission gets mentioned in the Action Plan. The plan presents faster digitalization, removes the redundancy of the national technical and operational rules and promises improved availability of trains, and brings railway staff training and certification in line with future needs. The Action Plans also highlight the need for modernization of commuter rail infrastructure. It also brings out the need for more efficient use of the rail network while easing the access to infrastructure for rail operators through appropriate pricing.

The Action Plan which is part of a bundle of criteria for efficient green mobility will also reach the strategic target of the EU by doubling high-speed rail traffic by 2030 and tripling it by 2050.

“This Action Plan will help us make rail a more attractive option for long and cross-border journeys. We have identified the main barriers, from redundant national rules too complicated ticketing and the slow uptake of digital technologies. Today we are setting out how to take down these barriers, with passengers being the real winners,” Commissioner for Transport Adina Vălean said.
