PKP Intercity exclusively for Rail Target: Reaction to AllRail´s warning, that in Poland, there is a risk of closing the railway market to competition.

This month, the European association of private carriers AllRail issued a statement warning The Polish government's new draft recovery could help reduce rail connections in the Polish market. Rail Target exclusively publishes the position of one of the beneficiaries of this project, PKP Intercity.

PKP Intercity´s statement

In reference to the actual draft National Recovery Plan (NRP), we would like to emphasize that the implementation of rolling stock investments will be supported by the Centre for EU Transport Projects (CEUTP). The draft NRP states that CEUTP will be responsible for awarding rolling stock projects for regional transport services. Inter-voivodship rolling stock projects will be awarded individually because the bidding process is not adequate here due to the number of entities that can potentially take part. The draft NRP includes push-pull train sets that will be purchased to provide public services under the new ten-year 2030 Public Service Contract (PSC), which will help improve the quality of the service. We are committed to a continuous improvement of the quality of journeys affected not only by traveling times but also by the conditions in which passengers make the journey. We want to improve the quality of transport under the agreement with the Ministry of Infrastructure on the provision of public services by PKP Intercity in inter-voivodship passenger rail service routes. The draft NRP specifies that the level of co-financing for PKP Intercity for this project will be determined as per the allocation.

Taking into account the planned bidding process for regional transport, there is no reason to assume that PKP Intercity will be the only beneficiary of EU funding.
