Discussing Poland's Rail Transport Development: Key Insights from PKP PLK's Recent Conference

At the beginning of this week, PKP Polskie Linii Kolejowe S.A. held a "Railway – Transport of the Future" conference. In five thematic panels, decision-makers, representatives and experts from the rail industry, local authorities, and the world of science and business discussed the development of rail transport in Poland.

PKP Polskie Linie Kolejowe S.A. once again organized a conference on the development of rail transport in Poland. In addition to representatives of PLK SA, the debates were attended by: Andrzej Bittel, Secretary of State at the Ministry of Infrastructure, Government Plenipotentiary for Counteracting Traffic Exclusion, representatives of the Center for EU Transport Projects, the Central Transport Port, the Railway Transport Office, the Supervisory Board and subsidiaries of PKP Polskie Linie Kolejowe S.A., as well as rail industry experts and representatives of central and local administration, carriers, contractors, scientific institutions and business.

Participants of the conference debated the prospects and directions of the development of the Polish railroad in five debates.

In the first debate, "Polish Railroads in the Phase of Great Transformation – Successes to Date and Plans for the Coming Years," participants discussed the directions of railroads in the perspective of several decades. Ireneusz Merchel, CEO of PLK SA, presented key projects underway and the infrastructure manager's plans for the coming years. The speakers also debated solutions and measures to encourage travellers to use the most environmentally friendly mode of transportation – rail.

The second debate focused on areas of cooperation along the lines of the National Railroad Program and the Central Transportation Port. Arnold Bresch, member of the Management Board of PKP Polskie Linii Kolejowe S.A., presented the scope of the infrastructure manager's work that will constitute the rail component of the CPK, including adjusting the technical parameters of existing rail lines that are part of the "spokes of the CPK."

Another debate concerned the train schedule. The panel included Mirosław Skubiszyński, vice-president of the Board of PKP Polskie Linii Kolejowe S.A., and Grzegorz Kurdziel, member of the Board of PLK SA. The participants discussed, among other things, how to effectively organize rail traffic during the period of the largest railroad investments in history. The speakers discussed the role of the infrastructure manager, carriers, and the Railway Transport Office in the construction of the timetable, as well as the principles of cooperation to develop best practices.

The fourth panel discussed cooperation with railroad investment contractors. The panel included members of the Board of PKP Polish Railway Lines S.A. Arnold Bresch and Radoslaw Celiński, who discussed cooperation with representatives of contractors. The speakers discussed, among other things, investor-contractor relations, the situation in the construction market, investment financing, contract valorization and bank guarantees.

The recent debate Maintenance Program – a Guarantee of Railroad Infrastructure Quality touched on the condition and quality of the railroad infrastructure in Poland. Participants debated the importance of the maintenance program and how it affects the work of Poland's largest rail carriers. PLK SA Board Member Piotr Majerczak emphasized during the panel how important infrastructure maintenance is in ensuring the highest quality of rail transportation and its availability.

The PKP Polskie Linii Kolejowe S.A. conference. "Railway – Transport of the Future" is an event that provides an opportunity to discuss the rail sector. A matter-of-fact dialogue, exchange of knowledge and experience with experts, representatives of the railroad industry, local government, and the world of science and business allows the development of good practices and solutions related to the development of rail transport in Poland.
