German Rail Freight at Risk: VPI Calls for Urgent Action Against Rising Track Access Costs

The Association of Private Wagon Holders (VPI) has raised concerns about the sharp rise in track access fees for rail freight in Germany, warning it could harm the industry's competitiveness.

In a new position paper, the VPI called on the government, including Transport Minister Volker Wissing, to take immediate action. The group warned that the planned fee increase could damage the most eco-friendly transport option. "This can’t go on," the VPI stressed, saying that rising costs are threatening the future of the rail freight sector.

Starting in 2025, track access fees are expected to jump by 16% compared to 2024, with even more increases likely in the coming years. This rise is due to the government's decision to boost Deutsche Bahn’s capital by EUR 10.5 billion, which forces the company to raise more revenue through these charges. According to the VPI, these hikes would lead to reduced use of rail freight services, hurting wagon operators and workshops. There's also a fear that it could shift more freight to roads, which would go against climate goals to reduce CO2 emissions.

In their position paper, the VPI urged the government to increase track access subsidies to €350 million in the 2025 budget and to rethink the current pricing system. They stressed the importance of quick action to avoid more damage to the rail freight sector, which could see investment in wagons and maintenance facilities dry up if no changes are made. The VPI stated, “The federal government needs to address this issue immediately.”
