Bulgaria Bets on Intermodality in 2021-2027

The development of intermodal connections, the introduction of intelligent transport systems for traffic management and safety improvement, as well as the construction of key road and rail sections are priority projects of Bulgaria under the „(PTC).

The draft transport investment budget for the next seven years is estimated to be worth EUR 1,95 billion and is divided into five main axes. Road transport projects have the greatest value, EUR 732 million. The rail transport project has an estimated budget of EUR 702 million and, in addition to its own State investment in the programme, the funds are expected to be covered by the Connecting Europe subsidy programmes and the National Recovery and Resilience Plan.

The development of international rail connections with North Macedonia and Serbia and the modernisation of the Elin Pelin – Kostenets railway line are among the ongoing priority projects. Future rail projects include the construction of rail connections to Burgas airport and Plovdiv airport.

EUR 328 million is expected to be invested in the implementation of projects foreseeing intermodal connections, which include the development of the country's transport intermodal network. The port of Varna and the port of Lom near the Danube are envisaged to be extended in order to create the conditions for the operation of multimodal transport. To establish an efficient network and develop existing infrastructure, the assistance of multimodal operators in the country through financial instruments is also being considered.

In the period 2021-2027, it is proposed to allocate EUR 143 million for transport innovation and EUR 46 million for technical assistance.

"All European programmes focus on a low-carbon and greener Europe with an intelligent and intermodal transport network, while earmarked funding for some of Bulgaria's largest transport projects will continue," said Galina Vassileva, Director of Programme and Project Coordination at the PTC Steering Body.

Bulgaria received EUR 384,2 million for 20 transport projects through CEF Transport 2014-2020. EUR 352,4 million was co-financed by six railway projects, which included the development of the Sofia railway hub and the Plovdiv rail hub, the development of the Sofia-west multimodal logistics platform, the modernisation of the Sofia - Elin Pelin and Kostenets - Septemvri lines. The CET HIPPOPS project, which has contributed to simplifying and harmonising authorization processes and procedures for commissioning on-board and trackside subsystems and ERTMS products, has also received funding from the CEF.
