The European Commission has announced that Russian goods can be transported through the European Union to Russia's Kaliningrad region by road but not by rail. Moscow had earlier said it expected progress in discussions with the EU on the goods transport to the Russian enclave.

"The Commission underlines the importance of monitoring trade flows between Russia and the Kaliningrad region ... to ensure that sanctioned goods do not enter the customs territory of the Union," the European Commission said.
According to news.sky.com, the EC added that the transport of sanctioned military equipment and goods that can be used for military purposes is prohibited regardless of the transport mode.
