Even in a war, the trains keep moving — and now, they’re getting an upgrade. Ukrainian Railways is ordering 100 new passenger cars, doubling down on modernisation and comfort for the system that’s been a lifeline since the Russian invasion began.

Ukrainian Railways has finalised a contract for the production of 100 new passenger railcars, marking another major step in the company’s long-term effort to renew its fleet with domestically built, modern rolling stock. The order, signed with Kryukiv Railcar Plant, includes the development of innovative new models featuring improved durability, enhanced comfort, and inclusive design. As noted in the official press release by Ukrzaliznytsia, the contract is fully funded under the state budget programme and supports a broader push for local procurement and industrial recovery.

According to RAIL.insider, this is Ukrzaliznytsia’s third large-scale procurement since 2021 using public funds, bringing the total number of new passenger railcars ordered to 266. The deal also benefits the Ukrainian economy more broadly: the manufacturing process will involve 166 companies across the country, including businesses relocated from territories occupied by Russia and those still operating near the front lines. "This is how state companies should work — prioritising Ukrainian goods and Ukrainian manufacturers," said Prime Minister Yuliia Svyrydenko, who has been actively promoting the Made in Ukraine policy.

Smarter Design, Longer Lifespan

The new cars will be built to a T-gauge standard and offer a range of technical upgrades compared to previous models. Each coach will have a projected service life of 50 years, made possible by stainless steel construction — 20 years longer than current standard cars. Maintenance requirements will also be reduced thanks to longer intervals between overhauls and the use of systems that require fewer staff to operate and maintain.

The initial batch of five cars will be new-generation compartment coaches, with modern onboard systems, increased capacity (up to 44 passengers per car, a 10% boost compared to conventional designs), and layout improvements such as wider bodies and extended sleeping berths (up to 2.2 metres). As biz.nv.ua reports, this pilot series includes one inclusive car designed for wheelchair users, equipped with an electric lift, ramp for high platforms, and expanded compartment space to ensure accessibility.

Comfort and Efficiency at the Core

The technical specifications also include key features aimed at passenger comfort and energy efficiency. The new cars will transition from coal-based heating to fully electric systems, with each compartment offering individual climate control. According to Ukrzaliznytsia, the upgraded system will even maintain temperature regulation during long stops or slow-speed segments, a first for domestic sleeper trains.

Another major enhancement is the introduction of pneumatic suspension, making its debut in Ukraine for this category of rolling stock. This innovation will significantly reduce vibration and improve ride smoothness. Other features include automatic sliding doors, sealed inter-car connections, and step-free access between cars, creating a more user-friendly and modern experience for passengers across the network.

As Deputy Prime Minister and Minister for Regional Development Oleksiy Kuleba explained, "Renewing the passenger fleet is a crucial part of building stable domestic logistics. New railcars offer both higher reliability for the system and better travel conditions for citizens." He also acknowledged the government's ongoing role in financing and supporting the national manufacturer.

Investment Breakdown and Delivery Timeline

The cost of a standard passenger car under this contract is approximately EUR 1.9 million (UAH 95 million), while the inclusive model comes in at EUR 2 million (UAH 98.3 million), as confirmed by biz.nv.ua. Despite the high upfront cost, the investment is considered cost-effective when factoring in the extended lifespan and lower maintenance needs. In per-seat terms, the purchase offers better long-term value than previous models.

Production and certification are expected to take up to 2.5 years from the moment of prepayment. However, the manufacturer has indicated that additional orders could be fulfilled sooner if further funding becomes available. According to RAIL.insider, the programme’s continuation depends on securing more budget allocations, but there is already strong interest in expanding the share of next-generation coaches in the overall fleet.
