The joint venture of RB Rail AS, the global Rail Baltica project coordinator, and LTG Infra, is launching a new tender for design and design supervision services.

This procurement has two stages, with the first stage scheduled to finish by the end of 2022 and the second stage to begin thereafter. The competition aims to provide design and design supervision services for the construction of the new standard gauge high-speed double track, electrified railway Rail Baltica line section from Kaunas Urban Node to Vilnius Urban Node, including the railway track substructure, superstructure, and related civil structures.

The preliminary scope of the Rail Baltica mainline Kaunas Urban Node – Vilnius Urban Node section involves the construction of 65 km of double track, 16 km of existing 1520 mm gauge railway line reconstruction, 3 passing loops, 10 road viaducts, 1 road tunnel, 13 railway viaducts, 8 wildlife crossings, 15 culverts, and other infrastructure and utilities.

The Rail Baltica railway line intends to bridge the missing link of the EU track gauge connection between the Baltic states with the rest of the North Sea-Baltic core network corridor, enhance the connections between the primary cities along the corridor, ensure synergy with the existing rail network in the Baltics, and provide multimodal connections to ports, airports, and roads. The trains running on the Rail Baltica railway line can travel up to 249 km/h, and the Vilnius region is expected to be served by all planned passenger transport services, including high-speed, regional, and night trains.

The contract for this procurement is divided into smaller sections, and the master design services include site investigations, design proposals, and master designs, including the acquisition of building permits. The contract also includes the provision of Detailed Technical Design and Design Author Supervision services upon request. RB Rail AS Lithuanian Branch Head Marius Narmontas stated that their strategic objective is to promote transparent competition in Rail Baltica procurements and integrate the revised qualification criteria into the procurement rules to expand market participation.

The deadline for the submission of qualification stage applications is set for October 14, 2022, with the contract for design and design supervision services for the Kaunas Urban Node – Vilnius Urban Node section scheduled to be signed in the second half of 2023.
