The CEI, based on Article 7 of the Single Basic Act (SBA) "Selection of associated members," seeks stakeholders with key capabilities in the new or expanded research and innovation areas outlined in the updated MAWP. These associated members will play a crucial role in implementing the second and third waves of Flagship Projects. "EU-Rail is looking for stakeholders having key capabilities/capacities and competencies in the field of the new/enlarged R&I areas," the Governing Board stated. This call does not equate to a funding pre-allocation; rather, it invites participation in a collaborative effort to advance rail technology and infrastructure.

Eligible entities, including legal entities from EU Member States, international organizations, and those established in countries associated with Horizon Europe, are encouraged to apply. Applications must be submitted by November 4, 2024, and include a filled Application Form and a Letter of Commitment detailing the level of "in-kind contributions" to be negotiated. The selection process will begin in November 2024, with independent experts assisting in the assessment. The final selection is expected to be completed by the end of the first quarter of 2025.
