The COVID-19 pandemic also affects the railway sector with negative economic impacts. The EU therefore listed measures for the sustainability of the railway market in Official Journal 2020/1429 of 7.10.2020.
As a result, individual member states can support railway companies at this time. Track access charges may be waived, deferred or reduced by companies. This measure applies to the period from 1.3.2020 to the end of 2020 and applies to both national and international rail transport.
The loss incurred by infrastructure managers due to coronavirus measures will be reimbursed by the national authorities to operators in the following year. Pursuant to Article 8 (4) of Directive 2012/34/EU, the profit and loss account of infrastructure managers must remain balanced for a period not exceeding 5 years.
If the EU Commission finds that there is a decline compared to the previous period, the period when Member States can mitigate the negative effects and adjust the level of fees will be extended.
