Deutsche Bahn and Ukrzaliznytsia may set up a joint venture to organize shuttle trains that could run regularly from the Ukrainian border to specific German ports or logistics hubs. Volodymyr Shemayev, Deputy Director of the Investment Department of Ukrzaliznytsia, spoke about this possibility within the framework of the Memorandum of Understanding on long-term assistance and support between the companies.
"The creation of a joint venture is not a new idea. Earlier, a similar proposal was voiced regarding Polish Railways. At the moment, German colleagues are studying this issue in terms of compliance of the potential joint venture with competition laws and calculating the economics of the issue," says Volodymyr Shemayev, Deputy Director of the Investment Department of Ukrzaliznytsia.

According to Shemayev, for the Ukrainian side, such a venture would provide an opportunity for clearer planning, possibly the formation of specific routes, and minimization of downtime at border crossings. For foreign partners - the cargo flow is estimated in millions of tons, which they have not previously been served.
Within the framework of the pilot project, Ukrzaliznytsia offered the German side to organize a route train from Ukraine to one of the German ports. Ukrzaliznytsia could provide 120-grain carriers with bogies to such an enterprise. DB offers at least two locomotives.

"There is no final decision yet. A lot will depend on the economic effect. In addition, we understand that the state of war carries additional risks for foreign partners," comments Volodymyr Shemayev.
Shemayev stressed that there is an agreement that within the next two months, a work plan will be outlined at least until the end of 2023, and a joint group will be created in these three areas. Plus passenger side, for which an agreement was signed last year.
